The Washington Post puts it simply and plainly out there. New Orleans will be expected to continue re-shaping a plan that is never to be accepted. Not as long as it holds key elements of recovery and rebuilding. How long until the elections, the little ones and the big ones? This may be the fate forced on a city of historical, social and economic significance, with a culture like no other, in the United States of America.
