Editorial from The Times Picayune sites the curious requests from St. Tammany. 40 acres times two, of prime land, without plans for new buildings? The mystery will surely unfold eventually.

This may be another 'under the radar' attempt for governmental departments / services - to put in place....A place for detainees or evacuees and a place for the deceased, in the case another catastrophic storm hits the region, since the flood gates won't be ready until after hurricane season starts???
