Failure, Fetish and Fiction - Does NO Have a Real Levee System or Not?

 

The New Orleans levee system is being scrutinized by experts. The "experts" are in conflict with the Army Corps of Engineers. The levees are to be completed by June 2006, said to be about equal to pre- katrina strength. Another saga of sorrow in the making?
